Requests for any resources or support that cannot be filled at the Field level will be <br />requested through a Department Operations Center (DOC) or the City Emergency Operations <br />Center (EOC). <br />• Local Government — The Local Government level includes cities, counties, and special districts, <br />and the administrative and coordinative operations of agencies thereof. Local governments <br />manage and coordinate the overall emergency response and recovery activities within their <br />jurisdiction. As a condition of State reimbursement of response -related costs, local governments <br />are required to use SEMS when the local EOC is activated or a Local Emergency is proclaimed. <br />Implementation of SEMS by the City is a cooperative effort of all departments with an emergency <br />response role. The City Manager leads the City to comply with SEMS requirements in coordination <br />with the City Attorney and Human Resources Department. The City Fire Chief provides subject <br />matter expertise. They conduct the following activities: <br />— Communicates information within the City on SEMS requirements and guidelines <br />— Coordinates SEMS development among departments and agencies <br />— Identifies departments and agencies involved in Field Response <br />— Identifies departments and agencies with DOCS <br />— Coordinates with other local governments, the Operational Area, and volunteer and <br />private agencies on application of SEMS principles <br />— Ensures SEMS is incorporated into the City's Emergency Operations Plan and procedures <br />— Ensures SEMS is incorporated into the City's emergency ordinances, agreements, <br />memoranda of understanding, etc. <br />— Identifies local volunteer and private agencies that have an emergency response role <br />(Contacts should be made to develop arrangements for coordination in emergencies) <br />25 <br />
