WEA was established in 2008 pursuant to the Warning, Alert and Response Network (WARN) Act and <br />became operational in 2012. Wireless companies volunteer to participate in WEA, which is the result of a <br />unique public/private partnership between the FCC, FEMA and the wireless industry to enhance public <br />safety. Authorized national, state or local government authorities may send alerts regarding public safety <br />emergencies, such as evacuation orders or shelter -in-place orders due to severe weather, a terrorist threat <br />or chemical spill, using WEA. <br />The alerts from authenticated public safety officials are sent through FEMA's IPAWS to participating <br />wireless carriers, which then push the alerts to mobile devices in the affected area. Mobile device <br />customers do not need to sign up for this service. WEA allows government officials to send emergency <br />alerts to all subscribers with WEA -capable devices if their wireless carrier participates in the program. <br />3.10.4 CALIFORNIA STATE WARNING CENTER <br />The CSWC is staffed 24 hours a day, seven days a week. The mission of the CSWC is to be the central <br />information hub for statewide emergency communications and notifications. The CSWC is staffed with <br />Emergency Notification Controllers, Emergency Services Coordinators and Program Managers. The CSWC <br />serves as a highly reliable and accurate "one-stop" resource for emergency management, law <br />enforcement and key decision-making personnel throughout the State. The CSWC can be reached at (916) <br />845-8911. <br />The CSWC has the responsibility to receive, coordinate, verify and disseminate information pertaining to <br />events which occur within California or that could affect California. Information received by the CSWC is <br />coordinated between Cal OES and other sources to ensure that the information which is disseminated is <br />both timely and accurate. <br />The following is a list of current functions and responsibilities of the CSWC: <br />• Facilitates multi-regional and statewide AMBER Alerts <br />• Carries out critical incident notifications, warnings, and tactical alerts to all involved agencies and <br />organizations <br />• Conducts computer crime incident notifications <br />• Conducts homeland security incident notifications <br />• Conducts hazardous material notifications <br />• Monitors natural disasters and coordinates emergency response <br />• Monitors and maintains state and national emergency response communications <br />• Conducts Governor and executive staff notifications <br />• Facilitates toxic call -outs (drug labs) <br />Procedures have been established for the handling of such incidents as: <br />• Hazardous Materials Spill Reports <br />• Earthquakes <br />• Tsunamis <br />• Floods <br />
