The ECIC may <br />be activated at the direction of the City Manager or at the request of Cal OES. <br />Activation <br />Depending on the severity of the emergency, the EOC may be activated either partially or fully. Under a <br />partial activation, the EOC Director will determine which EOC positions are required (a list of EOC staff <br />positions is provided in Appendix Q. In a full activation, all EOC positions identified in Appendix C will be <br />staffed. See Appendix D for specifics on EOC rosters, contact information, and notification. <br />Key to making staff notification processes effective are accurate staff contact information and early <br />decision making by the appropriate staff to notify for an emergency. It is the responsibility of each <br />department director to ensure all department employees are aware of the procedures to follow in the <br />event of an emergency, disaster, or catastrophic event that occurs during normal work hours, including <br />where employees are to assemble. Additionally, it is the responsibility of each department head to <br />establish and maintain personal contact and emergency contact information for all department <br />employees. <br />The department head shall establish and maintain a phone tree (reporting structure) to be utilized in the <br />event of an emergency, disaster, or catastrophic event that occurs during non -working hours to <br />communicate with employees who need to return to work to perform disaster service activities. The plan <br />shall include but not be limited to: assignment of every individual employee under the disaster/emergency <br />organization; reporting procedures, phone numbers, locations for all employees; emergency call-in and <br />call-back procedures; identification cards; records protection, or duplicate or redundant copies of essential <br />records; communications procedures and alternates; equipment and supplies; security and work site <br />safety; employee orientation and training; and other issues deemed necessary by the department head. <br />Activation Levels: <br />1. Level 1: Information Level - At the information level, City operations staff track the incident for <br />possible impacts on operations and monitor for potential escalation. <br />Level 1 emergencies may include: <br />47 <br />
