5. M/S Foust/Howard to approve by resolution the Initial Parks Assessment Study
and Impact Fee Project List
RESOLUTION 14807 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY,
CALIFORNIA, ADOPTING THE "REDWOOD CITY PARKS, RECREATION AND
COMMUNITY SERVICES PRELIMINARY NEEDS ASSESSMENT" DATED JULY 2007
AND THE IMPACT FEE PROJECT LIST
The motion passed by a unanimous roll call vote.
Recess: 10:30 -10:35 p.m.
9. MATTERS OF COUNCIL INTEREST
A. Status of Effort to Bring Ferry Service to Redwood City
Council Member Howard gave a background on the topic that began with the Blue
Ribbon Task Force recommendation to the Governor that a water transit authority
should be formed, funded, and commissioned to establish division of a streamlined
water transit throughout the Bay Area. Council Member Howard is the
Chair on the Citizens Advisory Committee for the Water Transit Authority (WTA).
Port of Redwood City Director Giari gave an introduction and a chronology. There is
now a draft final report on the ferry terminal and a presentation was made by
Michael Fains of CHS Consulting Group. Executive Director of the WTA Steve
Castleberry gave a presentation on ferry cost effectiveness and next steps.
(PowerPoint presentations on file.)
Council Members asked various questions related to capital improvements
necessary for building the terminal and parking, and whether the funding
mechanism contemplates making the port whole for the use of the land that
otherwise could be used for other revenue generating purposes. If a Redwood City
full ferry implementation occurs, does it present a sequencing issue. Dredging
costs and funding questions were asked relative to present day value to build at
$13 -13.5 million.
M/S Hartnett/Howard to extend the meeting until 11:45 p.m. The motion passed by a
unanimous voice vote.
Council Members requested a better understanding of the ridership projections and
how they were determined, and the rationale for why people would drive out to the
end of Seaport.
JOINT CITY COUNCIL /REDEVELOPMENT AGENCY BOARD MEETING SEPTEMBER 10, 2007
MINUTES PAGE 10
MINUTE BOOK NO. 61
Page No. 488
