curb lane to get by without having to slow down. He stated that while trying to direct
traffic after an accident he has almost been hit about three times. He requested
officers or a radar gun be provided.
Gina Davis, resident at McGarvey and Fernside, representing the other corner that
would have the chokers stating that they both oppose them. She does not believe
they will limit the flow, or that they will impact bicyclists, and she expressed concern
with leaves and debris gathering. She further stated that she does not oppose the
stop signs or chokers down below. She concluded with stating that the real fix is to
limit access at Farmhill and her hope that Council will revisit the issue.
Howard Smith stated he lives on McGarvey and that in April 2006 at a community
meeting on the topic City Manager Everett asked the group what they can do about
traffic on McGarvey. He continued to explain what the group has done and his
disappointment that the only consideration is for two chokers at the top. He stated
that there is overwhelming support for some of the other petitions and that the
petition requirements need to be reviewed. The concluded, stating that the
"elephant in the room" is enforcement asked what the City can do.
Doran Donnelly, McGarvey resident, stated that he is one of several supporters of
the measures going on and reiterated the concerns mentioned by previous
speakers stating the impetus for forming the committee is the children and pets
living in the neighborhood. He supported going back to the Council and asking what
can be done urging Council to at least adopt the proposed measures. In addition,
he stated that the alternatives should be considered and that concerns with the
measures will be addressed after the trial period.
Rick Davis, 20 -year resident at the corner of McGarvey, stated that he was told the
cost of the trial period is $60,000. and the same trial could be performed using a
parked car. He further mentioned that at the bottom of the hill there is standing
water, leaves, and a mosquito problem so that he receives the silt. He expressed
concern with the barriers when turning to come off of McGarvey going onto
Fernside because vehicles already lose hubcaps and pop tires while turning.
Council questions included why providing chokers is the only measure being
recommended. Council comments included the desire to consider traffic circles,
access to left turns off of Farmhill, and the policy regarding resident approval for
traffic calming measures.
Patricia Forest stated that a traffic circle is fine for a level street but if going down
McGarvey very fast and a barrier is not known to exist the vehicle could veer off and
take out a tree or hit the curb and bounce. She stated that she has lost three trees.
JOINT CITY COUNCIL /REDEVELOPMENT AGENCY BOARD MEETING SEPTEMBER 10, 2007
MINUTES PAGE 7
MINUTE BOOK NO. 61
Page No. 485
