19.1.7 City Contribution: <br />The City's contribution to the Cafeteria Plan for full time employees <br />will be: <br />A. A maximum of ninety percent (90%) of actual cost of medical <br />coverage, up to a maximum of ninety percent (90%) of the Bay <br />Area Kaiser family rate. <br />19.1.8 For part-time employees working twenty (20) or more hours per <br />week covered by this MOU, the City's contribution to the Cafeteria <br />plan for the employee shall be prorated based on the percentage of <br />full time equivalent status. <br />19.1.10 An employee who is receiving a disability retirement due to a work <br />related illness or injury, shall receive paid medical benefits provided <br />that the employee is not eligible for similar benefits through a <br />spouse's health plan. <br />Whenever the above eligibility criteria is met, the City will provide <br />medical benefits at the same benefit tier (single, two-party, family) <br />which the employee would have been receiving if he/she had <br />continued as an active employee. This includes adding and/or <br />deleting eligible dependents. <br />During the term of the MOU, representatives of the City and IAFF <br />shall meet to discuss potential changes to the IDR retiree health <br />benefit provided in Section 19.1.10 of the MOU for current active <br />employees and new hires in order to ensure the sustainability of the <br />benefit. As part of this IDR Retiree Health discussion, the parties will <br />discuss potential City and employee contributions to a Retirement <br />Health Savings Account. Also, as part of the IDR Retiree Health <br />discussion, the City will discuss the potential for earning sick leave <br />above the current cap for the purpose of service credit at retirement. <br />19.1.11 Employees have the option to opt out of City health coverage. All <br />employees who opt out of City -provided health insurance may receive <br />two hundred dollars ($200) per month in lieu of such insurance, if the <br />employee provides proof of alternative minimum essential coverage <br />for the employee and employee's tax family (not individual coverage, <br />nor individual coverage from Covered California). Such proof must <br />include, at minimum, an attestation signed by the employee, affirming <br />that all individuals in the employee's tax family have the required <br />alternative minimum essential coverage. Proof of alternative <br />minimum essential coverage and the corresponding attestation must <br />be provided to the City in every plan year during the open enrollment <br />period. No cash payment will be provided if the City knows or has <br />reason to know that the employee or employee's tax family does not <br />have alternative minimum essential coverage. <br />46 <br />
