6.H. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 4 to the Professional Services Agreement with Leslie Parks for Interim Housing and <br />Economic Development Consultant Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 4 between the City of <br />Redwood City and Leslie Parks, a Housing and Economic Development Consultant, in the amount of <br />$52,325, for a total of $228,325. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />In June 2018, the City of Redwood City ("City') entered into a professional services agreement with Leslie <br />Parks, an economic development consultant, to provide the City with interim economic development <br />assistance. Over the past 10 months, Ms. Parks served as the City's Interim Economic Development <br />Manager during the vacancy of the Economic Development Manager position, which was recently filled <br />in May 2019. Leslie Parks is currently assisting with specialized ancillary short-term economic <br />development assignments, including cannabis business permit processing, development of a Downtown <br />Retail Action Plan, and analysis of a development project fee deferment request. <br />On November 5, 2018, the City Council approved Amendment No. 1 to extend Ms. Parks' contract through <br />the end of March 2019, and increase the contract amount up to an additional $60,000. Amendment No. <br />1 also authorized the City Manager to amend the contract time, if necessary, for up to a six month period <br />with an amount not to exceed $60,000, for a total agreement amount not to exceed $176,000. To date, <br />there have been three amendments to the original professional services agreement.
