6.1. - Page 6 of 18 <br />review the proposal based upon the criteria set forth in this policy, including the <br />following: <br />a. The proposal advances key City priorities; <br />b. The proposal supports the City's ability to increase revenue and <br />partnerships; <br />G. The proposal provides a significant enhancement to the City, enhances or <br />reduces costs the City would incur in the absence of its acceptance, or <br />otherwise benefits the City; <br />d. The proposal directly enhances the City's ability to provide goods or <br />services to the public or for another valid public purpose; <br />e. Whether the donation is unrestricted or restricted as the City prefers <br />unrestricted donations; <br />f. Whether the benefits of restrictive donations of real property warrant the <br />acceptance of the donation; and <br />g. Whether the proposal provides the ability to negotiate the terms of an <br />endowment for maintenance of the proposed donation. <br />3.4. Accepted donations shall be acknowledged in the form of a thank you letter on <br />behalf of the City from the City Staff responsible for accepting the donation. <br />3.5. Unaccepted donations will be returned to the donor, and declined in the form of a <br />letter from the appropriate City Staff. <br />3.6. At the request of the donor, a recognition plaque or marker may be installed as <br />part of a donation so long as the donation has a monetary value (including costs <br />of plaque or marker and installation costs) greater than or equal to $5,000. The <br />minimum value of donations eligible for a recognition plaque or marker shall be <br />increased annually to reflect inflation as measured by changes in the San <br />Francisco Area Consumer Price Index for all Urban Customers (CPI -U). <br />3.7. Once a proposed donation is accepted, it becomes City property and the City may <br />decide to maintain, replace, relocate, or dispose of the item, unless a restricted <br />donation provides otherwise. <br />3.8. All monetary, cash, and cash equivalent donations shall be deposited and <br />recorded with the Finance Division of the Administrative Services Department and <br />deposited in accordance with Departmental policies. <br />3.9. After the approval of a sponsorship by the City, the terms of the Sponsorship, <br />including any expectation of a significant return or recognition shall be set forth in <br />a written Sponsorship Agreement between the sponsor and City. The agreement <br />must be approved as to form by the Office of the City Attorney. <br />4. SUPPLEMENTAL REVIEW PROCESS FOR "WORKS OF ART" <br />4.1 If a donation, sponsorship or City -related grant is a work of art covered by the City's <br />Public Art Ordinance as determined by the Director of the Parks, Recreation, and <br />Community Services Department, then the City's review and acceptance of the work of art <br />164 <br />
