6.L.- Page 1of5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Levy of Benefit Assessments for Fiscal Year 2019-20 for the Seaport Boulevard Landscape Maintenance <br />District <br />RECOMMENDATION <br />Adopt a resolution to order the Levy and Collection of Benefit Assessments for FY 2019-20 for the Seaport <br />Boulevard Landscape Maintenance District in the amount of $212,500. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />The Seaport Boulevard Landscape Maintenance District (District) was established on July 27, 1987 to pay <br />for the expense of maintaining and operating the stormwater retention basin and landscaping along <br />Seaport Boulevard. Annual assessments are levied against commercial properties along Seaport <br />Boulevard and in Seaport Centre for maintenance of facilities that were determined to require a level of <br />service greater than regularly required. <br />On June 8, 2015, the Council accepted the City Manager's and Engineer's Reports (Reports) that describes <br />the maintenance work, costs, and the formula by which annual assessments will be calculated against <br />each assessed parcel for an aggregate amount not to exceed $212,500 for the District. On August 24, <br />2015, property owners of the District unanimously approved the levy of a maximum annual benefit <br />assessment of $212,500. On the same date, the Council adopted a resolution approving the proposed <br />annual assessments and authorizing the County to levy and collect the assessments. <br />It was approved that the assessment would be levied annually, without additional mail ballot <br />proceedings, so long as maintenance expenses are incurred. The rate of the assessment may not be <br />increased above the rate shown on the ballot without an additional mail ballot proceeding.
