There was no public comment. <br />Motion and second, Aguirre/Hale, to close the public hearing passes <br />unanimously by voice vote. <br />Recommendation: <br />By motion of the City Council, adopt a City Council Resolution adopting the <br />Fiscal Year 2019-20 Budget; and adopt a City Council Resolution approving and <br />adopting the Five -Year Capital Improvement Program. <br />By motion of the Successor Agency Board, adopt a Successor Agency Resolution <br />adopting the Fiscal Year 2019-20 Budget for the Successor Agency to the <br />Redwood City Redevelopment Agency. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Howard/Borgens, to adopt City Council Resolution 15782 <br />adopting the Fiscal Year 2019-20 Budget, adopt City Council Resolution <br />15783approving and adopting the Five -Year Capital Improvement Program, <br />and adopt Successor Agency Resolution 19-02 adopting the Fiscal Year 2019- <br />20 Budget for the Successor Agency to the Redwood City Redevelopment <br />Agency. The motion passes unanimously by electronic vote. <br />8. STAFF REPORTS PAGE 746 <br />8.A. Boards, Commissions and Committees Attendance Policy (209) MO 19-147 <br />City Attorney Veronica Ramirez provided a brief overview of the policy. <br />Following Council discussion, there was consensus to include a clarification to <br />the policy that a BCC member's recusal from a BCC meeting or item does not <br />equate to an absence from the meeting. <br />Recommendation: <br />By motion, adopt a policy outlining attendance requirements for members of <br />City Boards, Commissions and Committees (BCCs) <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Hale/Howard, to approve the Boards, Commissions and <br />Committees Attendance Policy with the clarification that a BCC member's <br />recusal from a BCC meeting or item does not equate to an absence from the <br />meeting.
