6.B. - Page 9 of 28 <br />Appendix 1: AQ/HRA SOW <br />summarized in the body of the EIR or as a subsection of the EIR discussing Impacts Not Potentially <br />Significant, as determined by the City. <br />In addition, based on preliminary analysis of the 1601 EI Camino Real site and input provided by City, <br />the Administrative Draft EIR will include the following additional sub -sections to address topics with <br />potential significant impacts: <br />• Air Quality: health risk assessment and criteria pollutant analysis <br />• Cultural Resources: archeological resources and historic resources (Perry's Feed Shed) <br />Following preparation of the Transportation Circulation Study (described below under Task 8), the <br />Transportation section of the EIR will be augmented to summarize the associated impacts of the final <br />recommended improvements as part of the No Project and With Project impact scenarios. <br />Task 4.2: Screencheck Draft EIR <br />The Consultant will address additional review comments to address the expanded Administrative Draft <br />EIR described in Task 4.1. <br />5. Task 5.1: Admin Draft Final EIR <br />The Consultant will augment the original scope of work to address the expanded EIR content described <br />in Task 4, including the analysis of Air Quality and Cultural Resources and the inclusion of the 1304 EI <br />Camino Real site and potentially increased number of public and agency comments received on the <br />public review Draft EIR. <br />Task 5.2: Final EIR <br />The Consultant will address additional review and augment the mitigation and monitoring reporting <br />program (MMRP) commensurate with the expanded EIR content. <br />6. Project Management and Meetings <br />The Consultant will apply additional resources at the direction and management of staff engaged in the <br />analysis of 1304 EI Camino Real and the additional topics addressed in the EIR. This task includes <br />additional meetings specific to 1304 EI Camino Real, including attendance at formal meetings or <br />hearings focused exclusively on the 1304 EI Camino Real site. <br />7. Archeological Testing (Optional) <br />This optional task would provide subsurface mechanical excavations and Geoprobe coring in order to <br />confirm the presence of, and evaluate the significance of, an archaeological site (P-41-000506/ CA - <br />SMA -358/H) that has been previously documented within the proposed South Main Mixed Use <br />Development Project (Project). The archaeological site was originally identified during utility installation <br />in 2001 and described as having both prehistoric and historic -era components, located on either side <br />of Main Street, between Chestnut and Beech streets, with the main portion of the archaeological deposit <br />between Cedar and Beech streets. <br />The original site record also notes that Main Street was originally called Mound Street, and that the <br />purported prehistoric component of the site could be the result of grading and redeposition of nearby <br />shellmounds during the early historic -era. A subsequent investigation in 2007 expanded the site <br />boundaries east of the Caltrain corridor deposit. Despite the disturbed context within the Caltrain right- <br />of-way, based on the previous investigation of the area, CA -SMA -358/H was recommended as eligible <br />for listing in the National Register of Historic Places under Criterion D — likely to yield information <br />regarding important questions in prehistory and history. However, given the documented disturbed <br />context and lack of supporting analysis, this recommendation is questionable. Additional work is <br />necessary to confirm the presence of the site within the Project area and, if present, whether the site <br />retains sufficient integrity for eligibility to the California Register of Historical Resources (CRHR). See <br />the attached Appendix 3 for a complete scope of work. <br />Conducting this additional testing prior to construction is expected to reduce the potential for <br />construction delays as mitigation measures would already be in place. However, for CEQA compliance, <br />it is also acceptable to conduct this work during the construction phase, rather than the planning phase <br />as recommended above.
