6.B. - Page 22 of 28 Appendix 5: Utilities Evaluation
Page 16
Appendix 5: Utilities Evaluation of the South Main Mixed Use Project
Consultant will complete the following tasks as part of this scope of work. Consultant will use
West Yost Associates and Wood Rogers, Inc. for this evaluation, although Consultant shall be
ultimately responsible for this work. The Scope of Work for engineering services will provide an
evaluation of Greystar's proposed project at 1601 El Camino Real. The purpose of the facilities
analysis is to review locations and sizing of potable and recycled water, sewer, and storm utilities,
in accordance with the City Engineering Standards to identify impacts of the proposed
development on each of the utility systems, and to identify improvements required to mitigate those
impacts.
SCOPE OF WORK
Consultant's Scope of Work is divided into seven -key tasks, described in more detail below.
• Task 1. Perform Water System Analysis
• Task 2. Evaluate Recycled Water Systems
• Task 3. Evaluate Sewer Collection System
• Task 4. Evaluate Stormwater System
• Task 5. Prepare Engineering Report
• Task 6. Meeting and Project Management
• Task 7. Optional Service Task for Additional Analysis
Task 1. Perform Water System Analysis
In this task, Consultant will perform a potable water system analysis to determine infrastructure
requirements to serve the Project. The following work will be performed:
• Update the Hydraulic Model: Update the City's existing water system hydraulic model to
include conceptual pipelines identified in the Preliminary Utility Study and allocate
demands provided by the developer's civil engineer.
• Calibrate the Model: Calibrate the model using the field hydrant flow test data provided by
the City to verify that the hydraulic model simulates the field test conditions. Consultant will
provide a map of all existing fire flow data at existing fire hydrants in the study area. City
will provide existing fire hydrant flow test reports. Locations for the flowing and residual
pressure hydrants for each test will be selected by Consultant and reviewed by the City. City
will perform fieldwork for the hydrant tests. Consultant will perform a minimum ofthree fire
flow test calibrations of the hydraulic model, or up to four hours of model calibration, and
will adjust roughness coefficients as needed. To ensure the hydrant flow test field conditions
are accurately captured in the hydraulic model for calibration, the City will provide current
flow rates and pressure information at the SFPUC turnouts that supply the City's Main
Pressure Zone and the time of day that the tests were performed. Consultant will work with
the City to estimate water demand in the Main City area and based on seasonal and diurnal
information developed for the Water Master Plan if Consultant cannot determine the Main
City Zone demand from the turnout flow rates information to the City's satisfaction.
Consultant will review the calibration results to determine if pipeline roughness coefficients
ATTY/AGR/2019/AMEN DM ENTS/AM END NO.1- AECOM
REV: 06-17-19 PR
Page 16 of 22 43
