a pleasant, campus-like setting that will minimize adverse effects on adjacent
properties.

(b) The Project is consistent with the land use designations contained in the
General Plan. The site is designated for "Office Park Oriented Uses." The City's
"Findings of Consistency with the General Plan", which accompany the Project
approvals, are hereby incorporated by reference.

(c) The Project site is zoned Commercial Park (CP) District and Professional
Office (PO). The CP District is intended to "provide a district for large scale
office and administrative uses and buildings to promote the development of
employment and administrative activities." The Project is consistent with the CP
District, which covers most of the Project site. The Project is also consistent with
the PO designation, which covers an area of the site used for the extension of
Shoreline Drive, a landscaped buffer and part of a parking garage. Furthermore,
with a Planned Development Permit (PDP) authorized under Article 46 of the
Zoning Ordinance the buildings exceeding 100 feet will be consistent with the
existing zoning.

(d) The purposes of the PDP process include encouraging flexibility of design and
development of land in such manner as to promote its most appropriate use;
encouraging the development of innovative projects which incorporate the highest
quality architectural solutions, building materials and landscaping concepts; and
promoting the most functional and aesthetic relationships between building
structures, signs, open space and parking areas. The Project's central theme is to
create an informal campus office environment through the placement and massing
of buildings and landscaping. It is a high-quality, innovative development
consistent with the purposes of the PDP code.

(e) The PDP is further appropriate because no building in the Project will exceed
152 feet in height, which is within the height limits provided for in the San Mateo
County Airport Land Use Plan. The use of several taller buildings at the locations
proposed permits lower rise buildings elsewhere on the office campus without
dominating the campus or casting shadows over the campus and open space.
These conclusions are supported by the Project Master Plan, Sections IV (Scale
Model Photographs) and V (Shadow Analysis), which are hereby incorporated by
reference.

(f) The Project will minimize impacts on adjacent properties, in particular
adjacent residential uses. The location of the ten-story office building avoids
dominating the campus or blocking views to the campus. Furthermore, the use of
the taller building and the proposed location of the Phase One parking structure
virtually eliminate the shadowing of adjacent residential areas that would

-10-
GIDEIRFD,DOC
7/23/96 5:44 PM
