decision to approve the Project in spite of its environmental effects, and is hereby <br /> incorporated by reference. <br /> <br /> 2.3 WATER POLLUTION <br /> <br /> 2.3.1 Potential Effect: Development of the Project may increase the quantities of <br /> pollutants entering the lagoon system, the sloughs around the Peninsula and the <br /> nearby reaches of San Francisco Bay. <br /> <br /> Findings: The GID hereby makes Findings (1), (2) and (3). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) The Planned Development Permit requires the Project applicant to meet <br /> drainage and stormwater runoff regulations of the Redwood City Engineering <br /> Division, as well as NPDES Guidelines and regulations relevant to storm waste <br /> management. Compliance with these requirements will reduce impacts on water <br /> quality. <br /> <br /> (b) The South Bayside System Authority will provide wastewater treatment <br /> capacity. It is not currently in violation of any regional water quality requirements, <br /> and has sufficient capacity to provide wastewater treatment for the Project without <br /> violating regional water quality requirements. (See the recent study completed by <br /> Brian Kangas Foulk entitled "Study to Determine Future Redwood Shores Properties' <br /> Sewer Treatment Capacity Requirements," dated November 22, 1995, which is on file <br /> with the City Planning Department and is hereby incorporated by reference.) <br /> <br /> (c) The measures described above will substantially reduce the significance of <br /> the Project's impacts on water quality. Development in the Bay area, including <br /> the Project, will, however, have effects on water quality that cannot be entirely <br /> eliminated. Therefore, the GID finds that this cumulative impact cannot be <br /> mitigated to below a level of significance. <br /> <br /> (d) The Statement of Overriding Considerations set forth in Section 4 of this <br /> document contains additional information explaining the reasons for the GID's <br /> decision to approve the Project in spite of its environmental effects, and is hereby <br /> incorporated by reference. <br /> <br /> -5- <br />GIDEIRFD.DOC <br />7t23/96 5:44 PM <br /> <br /> <br />
