decision to approve the Project in spite of its environmental effects, and is hereby incorporated by reference. 2.3 WATER POLLUTION 2.3.1 Potential Effect: Development of the Project may increase the quantities of pollutants entering the lagoon system, the sloughs around the Peninsula and the nearby reaches of San Francisco Bay. Findings: The GID hereby makes Findings (1), (2) and (3). Facts in Support of Findings: (a) The Planned Development Permit requires the Project applicant to meet drainage and stormwater runoff regulations of the Redwood City Engineering Division, as well as NPDES Guidelines and regulations relevant to storm waste management. Compliance with these requirements will reduce impacts on water quality. (b) The South Bayside System Authority will provide wastewater treatment capacity. It is not currently in violation of any regional water quality requirements, and has sufficient capacity to provide wastewater treatment for the Project without violating regional water quality requirements. (See the recent study completed by Brian Kangas Foulk entitled "Study to Determine Future Redwood Shores Properties' Sewer Treatment Capacity Requirements," dated November 22, 1995, which is on file with the City Planning Department and is hereby incorporated by reference.) (c) The measures described above will substantially reduce the significance of the Project's impacts on water quality. Development in the Bay area, including the Project, will, however, have effects on water quality that cannot be entirely eliminated. Therefore, the GID finds that this cumulative impact cannot be mitigated to below a level of significance.
