<br />8A <br />Page 15 <br /> <br />As of Sept. 2006, new language in Section 28.13 changed the interpretation of how speed limits <br />are set. <br /> <br />Prior to the change. cities could set speed limits "within five miles per hour" of the 85th percentile <br />speed. The new language asks cities to set speeds based on "round(ing) to the nearest five <br />miles per hour." This change in text or "rounding" policy created variances in interpretation, <br />application and in some cases judicial ruling. <br /> <br />CTCDC is revisiting this "rounding up rule" issue by proposing options that would resolve issues <br />resulting from the 2006 policy change. <br /> <br />League Policy Committee and City of Thousand Oaks to Study Options <br /> <br />In response to options proposed by CTCDC, the League of California Cities Transportation Public <br />Works and Communication Policy Committee (TCPW) appointed a special sub-committee in <br />partnership with the city of Thousand Oaks to study the proposed options and their impact on <br />local speed limits. Updated <br />information on OPR's progress can be found at IfJWW..,QP...L9!:l.9-ovigeqa(. <br /> <br />Forum on the Socio~Economic Impacts of Indian Gaming Coming in October <br /> <br />The Center for State and Local Taxation at the University of California, Davis, is sponsoring "The <br />Economic and Social fmpactof Indian Gaming in the U.S." The forum will take place on Friday, <br />Oct. 26 from 8 a.m. to 4:30 p.m., in the Activities & Recreation Center at UC Davis.
