<br />REPO,RT <br /> <br />6.1C <br />age 1 <br /> <br /> <br />October 8,2007 <br /> <br />SUBJECT <br />Community Development Block Grant (CDBG) and City General Fund Funding <br />Agreements for Fiscal Year 2007/08. <br /> <br />RECOMMENDATION <br />By motion, authorize staff to execute operating agreements for 15 public service and <br />capital improvement programs with 13 non-profit organizations. <br /> <br />BACKGROUND <br />Each year the City receives an entitlement of Community Development Block Grant <br />(CDBG) funds from the U.S. Department of Housing and Urban Development. The <br />Council also allocates funds from the City's General Fund to some programs. This is in <br />addition to funding provided through the Human Services Financial Assistance (HSFA) <br />Program. The program activities provide intervention and supportive services to <br />Redwood City citizens which include homeless services, senior and youth programs, job <br />training, economic development assistance, minor home repair and energy <br />conservation programs. <br /> <br />The City Council approved these programs and activities on May 7, 2007 as part of the <br />Third Annual Action Plan of the City's new Five-year Consolidated Plan for 2005-2010. <br />The Council is now being asked to authorize the operating agreements to allow staff to <br />disburse funds as these organizations incur costs. These non-profit organizations will <br />collectively provide assistance to approximately 1,500 Redwood City residents who are <br />low income or have special needs. The list of non-profit organizations and the amount <br />funded is attached to this report. <br /> <br />The Site Acquisition Program is intended to allocate funds to acquire land for new <br />construction and acquire and rehabilitate existing housing for special needs housing. <br />Eligible projects for funding are brought to the Council as specific sites or acquisition <br />opportunities become available. These types of projects may be brought to Council at <br />any time of the year to help the City meet its Timely Expenditure of Funds requirement <br />and are funded at the time the project is ready to proceed. <br /> <br />CDBG funds are exclusively targeted to low and moderate income residents to meet <br />certain housing, supportive services, and non-housing community development needs. <br />Approximately 20 programs that meet housing and homeless intervention are funded <br />through CDBG. <br /> <br />HOME Investment Partnership funds are exclusively targeted for the use of acquisition, <br />rehabilitation, or new construction of affordable housing for low income residents. No <br />activity will receive HOME funding under these funding agreements. <br />
