"," -, . <br /> <br />78 <br />age 1 <br /> <br /> <br />October 8, 2007 <br /> <br />SUBJECT <br />Resolution to approve Redwood City's Final Regional Housing Need Allocation (RHNA) <br />for the 2007-2014 General Plan Housing Element planning period. <br /> <br />RECOMMENDATION <br />Adopt a Resolution confirming participation in the San Mateo County Sub-region for the <br />Regional Housing Needs Allocation (RHNA) Process and acceptance of the assigned <br />housing share in accordance with the Technical Advisory Committee (TAC) and Policy <br />Advisory Committee (PAC) recommendation. See Attachment 1 for Draft Resolution. <br /> <br />BACKGROUND <br />The RHNA process occurs approximately every seven years commensurate with the <br />City's Housing Element update process. As part of this process, the State Housing and <br />Community Development Department (HCD) determines the number of housing units <br />each region must plan for, based in part on anticipated statewide population growth <br />projections. For this 2007-14 RHNA cycle, the State determined that the Bay Area must <br />plan for a total regional housing need of 214,500 units including the need for income- <br />based units. San Mateo County's 'fair share' portion of the Bay Area housing need is <br />15,738 units. <br /> <br />For this RHNA cycle, pursuant to Government Code Sections 65584-85584.05, the 20 <br />cities of San Mateo County and the County of San Mateo have become members of a <br />countywide ad hoc joint powers authority. This Sub-regional authority formed <br />specifically to locally administer the Association of Bay Area Governments (ABAG's) <br />Regional Housing Needs Allocation (RHNA) process. A Policy Advisory Committee <br />(PAC) comprised of one representative from each of the 21 jurisdictions acts as the <br />governing board of the Sub-region. A Technical Advisory Committee (TAC) comprised <br />of senior staff from each of the 21 jurisdictions with technical expertise in the field of <br />housing and land use was also formed to assist in the development of <br />recommendations relevant to the Sub-regional RHNA process. The Sub-region was <br />approved by ABAG in September 2006. The City/County Association of Governments <br />(C/CAG) was selected to administer and support the Sub-regional process. <br /> <br />The "Final Methodology for Determining Housing Needs Shares" was submitted to <br />ABAG on March 27, 2007. In accordance with this methodology, a proposed "Draft <br />. Allocation of Housing Shares" for the jurisdictions in the San Mateo County Sub-region <br />was developed. The proposed allocation was reviewed by the RHNA TAC on June 7, <br />2007 and by the RHNA PAC on June 14, 2007. At the TAC and PAC meetings in June, <br />C/CAG staff presented a preview of possible adjustments (along with the Final <br />Allocation that would result) based on discussions with member jurisdictions. Both <br />committees unanimously approved the proposal, hence it was formally adopted as the <br />"Draft Allocation," and was submitted to ABAG on June 21, 2007. <br />
