(k) The design of the Project will encourage pedestrian use and diminish the
need for automobile trips by establishing common area walkways. These
walkways link the larger open spaces to each other, as well as linking the campus
to surrounding amenities. Walkways extend the existing Redwood Shores
pathway systems to all major crosswalks, to all new buildings, to buildings
outside the site boundaries, to the proposed shopping center, to the Pacific
Athletic Club, to public paths that lead to Redwood Shores Lagoon, and to the
Hotel Sofitel.

(1) The Statement of Overriding Considerations set forth in Section 4 of this
document contains additional information explaining the reasons for the City's
decision to approve the Project in spite of its environmental effects, and is hereby
incorporated by reference.

3.0 FINDINGS REGARDING POTENTIAL ENVIRONMENTAL EFFECTS
THAT ARE NOT SIGNIFICANT OR THAT CAN FEASIBLY BE
MITIGATED TO BELOW A LEVEL OF SIGNIFICANCE

The City has determined that the following potential effects will not be
significant, or that the adoption of feasible mitigation measures, alternatives and
proposals incorporated into the Project will reduce the impacts to below a level of
significance.

3.1 LAND USE

3.1.1 ~: The Project could have adverse effects on existing and future
land uses, if it did not conform to the City's General Plan goals, objectives and
policies relating to land use.

~flllillg~: The City hereby makes Finding (1).

Facts in Support of Findings:

(a) According to the City's General Plan, the City's land use goal is to "integrate a
range of land uses to ensure that Redwood City is a desirable place to live." The
Project will help to meet this goal by providing employment opportunities within
a pleasant, campus-like setting that will minimize adverse effects on adjacent
properties.

(b) The Project is consistent with the land use designations contained in the
General Plan. The site is designated for "Office Park Oriented Uses." The City's
"Findings of Consistency with the General Plan", which accompany the Project
approvals, are hereby incorporated by reference.

-9-
EAFNDCsCC.DOC
7/11/96 9;56 AM
