3.11

2.2.1 ~ Construction of the Project will have short-term effects on air
quality because of the use of mechanized construction equipment and the
generation of dust during construction.

Findings: The City hereby makes Finding (1).

Facts in Support of Findings:

(a) The Air Quality/Emissions study prepared by Fehr & Peers and dated July
9, 1996 concludes that emissions from construction activities, including
particulate matter emissions from earth moving and emissions from construction
equipment, would not be a significant impact if all of the specified control
measures are implemented. The Planned Development Permit includes a
condition requiring the applicant to implement these control measures.

4.0 FINDINGS REGARDING ALTERNATIVES

4.1 ~

CEQA requires an EIR to consider a reasonable range of alternatives to a
proposed project or to the location of the proposed project. These alternatives must
"feasibly attain most of the basic objectives of the project" and must "avoid or
substantially lessen any of the significant effects of the project." (CEQA Guidelines, §
15126(d).) "Feasible" means that the alternatives "are capable of being accomplished in a
successful manner within a reasonable period of time, taking into account economic,
environmental, legal, social and technological factors." (CEQA Guidelines, § 15364.)

4.2 Objectives of the Project
The City hereby finds that the objectives of the Project are as follows:

1. ' To help implement the City's General Plan and Zoning Code by developing an
office complex on property designated for office use by the City;

2. To create an informal campus office environment through the placement and
massing of buildings and landscaping; and

3. To minimize impacts on adjacent properties, in particular adjacent residential
USES.

-35-

7/11/96 9:56 AM
