]

2.1 GEOTECHNICAL CONSIDERATIONS

2.1.1 ~: Development of the Project will result in increased exposure to
seismic risks.

~ The City hereby makes Findings (1) and (3).

Facts in Suppose of Findings:

that [the Redwood Peninsula] is no worse than many other sites which have been
and are routinely approved for development. It would be unreasonable to deny
development here and have it go on at some equally h~?~rdous area..
Recognizing this situation, the City and various other public agencies have
maintained a policy which allows development of the Redwood Peninsula (given
that certain technical requirements are met)." (Redwood Peninsula EIR, pp. V-1 -
- V-2.)

(b) The Planned Development Permit includes a condition requiring the
applicant to comply with all recommendations of the geotechnical report on file
with the Building Division. Compliance with these requirements will reduce
seismic risk.

(c) Although City requirements and design features incorporated into the
Project will reduce the significance of the identified effect, seismic risk cannot be
entirely eliminated. Compared to existing conditions, therefore, the increased
exposure to seismic incidents is considered a significant impact that cannot be
mitigated.

(d) The Statement of Overriding Considerations set forth in Section 4 of this
document contains additional information explaining the reasons for the City's
decision to approve the Project in spite of its environmental effects, and is hereby
incorporated by reference.

-3-
EAFNDGCC.DOC
7/1 It96 9:56 AM
