8.A. - Page 39 of 85 <br />- Morris Architecture currently has 4 active projects for which these floor area restrictions would directly <br />impact, if they are passed. And so, our hope is that the implementation of any restrictions will be <br />delayed until sufficient notification measures are taken. Architectural design takes months of <br />preparation before formal submittals can be made, and impacts of this inagnitude would devastate our <br />clients' plans, and the investments they have made thus far in design, engineering, and other consultants. <br />Last year, San Carlos made large-scale changes to their zoning code, and they were able to successfully <br />notify all of the applicants 1 architects who had previously submitted projects to the city, repeatedly <br />sending updates on the process and hearings throughout the year. It seems that a similar step could <br />have been taken by the RWC community development department, as the design community are some <br />of those impacted most directly with these zoning regulations, <br />Having worked with over 25 local jurisdictions on the peninsula, I'm familiar with multiple different methods for <br />encouraging a sense of community and neighborhood character through design. I think I understand the intent <br />behind this measure (avoiding massive new homes out of context with their surroundings), and I'm in favor of <br />establishing guidelines that promote sound contextual design. However in this case, I feel that the solution is <br />excessive and damaging to the city.
