6.11). - Page 8 of 9 <br />Task 1.113 - Identify VMT Mitigation Options <br />The City must determine the degree to which it will accept mitigation measures for VMT <br />impacts, and whether those measures can reduce an impact to less -than -significant. The <br />most commonly used means of mitigating a VMT impact are transportation demand <br />management and changes to the project or introduction of a project alternative. <br />Consultant will coordinate with and build upon the ongoing efforts by C/CAG to produce <br />a white paper that discusses the mitigation measure options relevant to Redwood City. <br />Task 2 - Evaluate Test Cases <br />Following completion of Task 1, the criteria developed will be applied on up to four land <br />use projects and two transportation projects to evaluate the benefits and considerations <br />of these criteria. The proposed test cases are identified below: <br />Land Use Projects <br />• California Communities (515 Cleveland Street) residential development <br />• Strada residential development <br />• South Main Street Mixed -Use development <br />• 601 Marshall Street development <br />Transportation Projects <br />• Farm Hill Road Diet <br />US 101 / SR 84 Interchange Improvements <br />Of the six projects, the environmental analysis has been completed for each except for <br />South Main Mixed -Use Project. The proposed criteria will be further refined through its <br />application to projects for which environmental review has been completed. The technical <br />memorandum produced will contribute to the environmental analysis for the remaining <br />project still in development. <br />Deliverable: Technical memorandum outlining the analysis results and implications <br />of VMT metric, methodology, and significance thresholds. <br />Task 3 - SB 743 Implementation and Transportation Analysis Guidelines <br />Consultant shall update and finalize the City's draft Transportation Impact Analysis <br />Guidelines to establish VMT thresholds and local transportation assessments outside of <br />CEQA.
