6.E. - Page 1 of 22 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: August 26, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Reject All Bids - Peninsula Tank No. 2 Seismic Improvement Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, approve the Bid Relief to Anderson Pacific, reject all bids, return all bid bonds, and authorize <br />staff to revise bid documents and re -advertise this project for public bidding. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />On October 24, 2011, the City Council accepted the Water System Master Plan Report and directed staff <br />to implement the Master Plan through the Capital Improvement Program Process. After approval, staff <br />moved forward with specific recommendations and projects for future Council consideration. The Water <br />System Master Plan forecasts improvements necessary to accommodate water demand by new <br />development and redevelopment activities anticipated by the City's General Plan; analyzes and identifies <br />improvements for reliable performance during normal and emergency conditions, such as fires and <br />earthquakes; and prioritizes capital improvements to the system for the following 20 years. In the <br />subsequent years of adoption, the Water System Master Plan has been implemented as directed. <br />The Water System Master Plan includes the bases and recommends the implementation of an integrated <br />seismic improvement program. The proposed projects are listed in the Appendix A — Seismic Vulnerability <br />Assessment. A City-wide Water System Seismic Reliability Sub -Program has been implemented to upgrade <br />potable water transmission pipelines, and upgrade and repair water tanks and pump stations.
