6.E. - Page 4 of 22 <br />the Engineer's Estimate of Probable Cost, modify the contract documents and continue extensive <br />communication to contractors in pursue of better bidding climates and better bids on a second bid <br />opening. Staff would also submit a request to FEMA for an increase in the grant allowance to cover the <br />additional unanticipated construction cost increase due to unfavorable bidding market condition. <br />FISCAL IMPACT <br />On December 17, 2018, the City adopted a resolution accepting a Hazard Mitigation Grant Program Award <br />of $718,945.50 from the Federal Emergency Management Agency (FEMA) and the California Governor's <br />Office of Emergency Services (Cal OES) and authorized the City Manager to execute the grant agreement <br />and provide all necessary grant assurance documentation. The grant has a cost -share requirement of 75%- <br />25%. The $718,945.50 is 75% Federal share and $239,648.50 is the 25% City share. Funds for City share <br />were budgeted in the FY 2018-19 Water Fund Capital Projects -Water System Seismic Improvement <br />Program. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Peninsula Tank No. 2 Seismic <br />Improvement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set <br />forth in Section 21080(b)(4) (Specific actions necessary to prevent or mitigate an emergency) of the Public <br />Resources Code. Furthermore, all improvements, maintenance and upgrades as proposed are <br />categorically exempt from the requirements of the California Environmental Quality Act (CEQA) per <br />Section 15301 (b) (Existing facilities of both investor and publicly -owned utilities used to provide electric <br />power, natural gas, sewerage, or other public utility services), and (d) (Restoration or rehabilitation of <br />deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of <br />public health and safety). <br />This project does not require a National Pollutant Discharge Elimination System (NPDES) General Permit <br />for stormwater discharges associated with construction and land disturbance activities pursuant to <br />Attachment A.2 of Order 2010-0014-DWQ which exempts projects to update existing lines and facilities. <br />However, the proposed construction will employ stormwater pollution prevention best methods and <br />practices. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />None <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />51 <br />
