[)ir~ct()r <br /> <br />October 22, 2007 <br /> <br />SUBJECT <br />Professional Services Agreement for the Fair Oaks Access and Improvement Study for <br />Community Mobility <br /> <br />RECOMMENDATION <br />Authorize, by motion, the Redevelopment Agency to execute an agreement for urban <br />planning services with Moore lacofano Goltsman (MIG) for an amount not to exceed <br />$160,000 for the Fair Oaks Access and Improvement Study for Community Mobility. <br /> <br />BACKGROUND <br />In October 2005, the Agency submitted a grant application to California Department of <br />Transportation's (Caltrans) Environmental Justice Transportation Planning Grant <br />Program requesting $153,000 to partially fund the $170,000 Fair Oaks Access and <br />Improvement Study for Community Mobility. Environmental Justice Grants promote <br />public involvement by diverse and under-served communities in the planning of <br />transportation projects to prevent or mitigate disproportionate, negative impacts while <br />improving mobility. access to services, equity, affordable housing, and economic <br />opportunities. <br /> <br />In spring 2006, the Agency received notice that it was awarded the grant funds. On <br />December 4, 2006, the Agency, by resolution, approved the application for and <br />acceptance of up to $153,000 from Caltrans, and provided matching funds of $17.000 <br />($8,500 cash match and $8,500 in-kind services). In-kind services include staff time, <br />photocopying, mailing, and printing. <br /> <br />On June 25, 2007, the Agency issued a request for qualifications for an urban planning <br />firm with experience in landscape architecture, transportation planning, civil <br />engineering, as well as citizen involvement and participation through the use of Crime <br />Prevention through Environmental Design (CPTED) principles. The selected firm will <br />produce the Fair Oaks Access and Improvement Study for Community Mobility ("Study") <br />as a result of participation from the Fair Oaks residents and community leaders. The <br />project area is bounded by Spring Street, Chew Street, Chestnut Street, and Douglas <br />Avenue, and includes the Stambaugh-Heller and Redwood Village neighborhoods. The <br />Study will identify and recommend options to improve the pedestrian and bicycle <br />experience, including safe access across Woodside Road. <br /> <br />Representatives from the Agency, Planning Division, Engineering and Construction <br />Division, and Fair Oaks Community Center provided input to the consultant selection. <br />After reviewing six applications and interviewing five consultant teams, staff determined <br />that Moore lacofano Goltsman (MIG) and its team consisting of Fehr and Peers <br />Associates, Multicultural Institute, and OPAC Consulting Engineers were the best <br />qualified consultants based on relevant project experience, public participation <br />approach, and team cohesiveness.
