9.A. - Page 30 of 31 <br />DRAFT — FOR REVIEW PURPOSES ONLY <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ESTABLISHING RESIDENTIAL PARKING PERMIT FEE FOR THE <br />ISSUANCE OF PARKING PERMITS FOR USE IN ESTABLISHED <br />RESIDENTIAL PERMIT PARKING AREAS <br />WHEREAS, on October 14, 1985, the City Council of the City of Redwood City <br />("City") adopted an ordinance to establish a Residential Permit Parking program <br />("Program") to allow permit areas to be established within the City to provide residents an <br />option to reduce parking impacts in their neighborhoods; and <br />WHEREAS, the City has established four Residential Parking Permit Areas <br />("permit areas") to date. These permit areas consist of the neighborhood around Sequoia <br />Hospital, the neighborhood around Sequoia High School, a portion of the Stambaugh - <br />Heller neighborhood, and a portion of the Friendly Acres neighborhood; and <br />WHEREAS, under the current Program, the City does not charge residents a fee <br />for parking permits. City staff conducted a fee study evaluating the current staff resources <br />and costs needed to install new permit area signs and to administer parking permits to <br />residents on an annual basis; and <br />WHEREAS, the fee study was based on the permits issued in 2019 and took into <br />consideration staff time, the cost to run the online portal residents use to apply for permits, <br />printed materials related to the permits, and other City resources; and <br />WHEREAS, the lack of a permit fee has made the Program difficult to sustain. <br />Current Program costs and staff resources are being subsidized from general parking <br />operation and sign maintenance budgets. With increased interest in the Program across <br />the City, a reliance on general operating budgets is unsustainable and may negatively <br />impact other City services; and <br />WHEREAS, the City Council desires to establish parking permit fees. City Code <br />section 20.205 authorizes the City Council to establish by resolution fees for the issuance <br />of residential parking permits, temporary permits, and for the replacement of lost, <br />damaged, or destroyed permits or stickers ("Parking Permit Fees"). <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The recitals set forth above are true and correct and are hereby <br />incorporated by this reference as if fully set forth in their entirety. <br />2.
