6.C. - Page 16 of 33 <br />issuance of other communications for the purpose of publicizing the availability of <br />the Project for Specialty Consultant services. <br />1.7.1 Review of Proposals and Recommendation. Recommendations for Specialty <br />Consultant services contract. The PM shall review submitted responses to RFP/Q <br />proposals to determine: <br />(i) whether the Specialty Consultant submitting the proposal is qualified to <br />perform the scope of work; and, <br />(ii) whether the proposal includes qualifications or exclusions. <br />PM shall make recommendations tothe CITY regarding: <br />(i) proposal rating based on RFP/Q scoring criteria; and, <br />(ii) proposed Specialty Consultant fees. <br />The PM shall make recommendations to the CITY for award of the Specialty <br />Consultant services contract for the Project. As requested by the CITY, the PM <br />shall assist the CITY in preparing the Specialty Consultant contract for execution <br />and other related administrative tasks in connection with the Specialty Consultant <br />contract awarded by the CITY for the Project. <br />1.8 Construction Management Plan. The PM shall develop a Construction <br />Management Plan ("Plan") for the Project that details the steps required to <br />achieve Project goals established by the CITY. The PM shall provide the Plan <br />for CITY review and incorporate CITY comments. In the event the PM does not <br />agree with CITY comments, PM shall meet with CITY to review and resolve <br />comments to be incorporated into final Plan. Plan shall include and may not be <br />limited to: <br />(i) Project controls system; <br />(ii) Communication and decision-making authority structure; <br />(iii) Points of contact <br />(iv) Quality, safety, and performance requirements; <br />(v) Logistics plan(s) for site and construction sequencing and phasing; <br />(vi) Air, dust, stormwater, sediment, noise, and traffic management and control; <br />(vii) Site security, access, and utilization constraints; and, <br />(viii) Public safety and public outreach/ communications. <br />If needed, this Plan shall meet the CITY's building permit requirements. <br />PM shall review CITY standard Division 00 and Division 01 (or equivalent) <br />documents ("Front End Documents"). Upon PM review of Front End Documents, <br />PM shall incorporate the Plan into the Front End Documents; and to avoid <br />conflicts between Plan and Front End Documents, PM shall recommend edits to <br />Front End Documents to CITY for incorporation into the final bid documents. <br />REV: 08-28-19 PR <br />ATTY/AGR.2019.216/Gilbane (Page 13 of 30) <br />:E <br />
