condominium projects and community apartment projects in the <br />City." <br />The Project as proposed complies with the requirements of Article <br />XI of the Subdivision Ordinance as the project proposes meter and <br />control valves, noise and energy insulation as required and the <br />project is consistent with the zoning and general plan designation <br />for the site. <br />Section 5. Planned Development Permit (PD2018-002): The Planning <br />Commission finds that: <br />a. Permit Finding. Decisions regarding a Planned Development Permit <br />shall be based upon the purpose statement in this section. The <br />design and construction quality contained in all aspects of the <br />development plan is expected to exceed the quality standards <br />typically required for new developments located in similar zoning <br />districts. <br />A Planned Development Permit is required to establish a <br />condominium map. No deviations are being requested. The project <br />would be required to form a homeowners association (HOA) and <br />develop covenants, conditions and restrictions (CC&Rs) that would <br />ensure ongoing maintenance of shared common space. The <br />Project will provide an environment of physical and functional <br />desirability, in harmony with the character of the surrounding <br />neighborhood as the project is designed with sufficient setbacks, <br />provides adequate open space and on-site circulation for the <br />intended use, and is compatible with the adjacent land uses. <br />Section 6. Architectural Permit (AP2018-017): The Planning <br />Commission finds that: <br />a. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance. <br />The contemporary architectural design would include extensive <br />glazing, changes in colors and exterior siding material, fagade <br />modulation, balconies, and alternating roof forms which all serve to <br />break up the massing, provide variation in the design, and avoid <br />monotony in the external appearance. <br />b.
