Section 2. CEQA: Adoption of Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Program: <br />a. The Commission, based on its independent judgment and analysis, adopts <br />the MND and the associated MMRP, both of which are on file in the Office of the <br />City Clerk of the City of Redwood City, and incorporated herein by this reference: <br />based on the following findings: <br />The City of Redwood City is the lead agency under CEQA for <br />preparing the MND, and the Commission is the entity with the final decision- <br />making authority with regard to approval of the Project. <br />ii. The MND for the Project was presented to the Commission, the <br />Commission considered the MND, the MND for the Project was prepared, <br />published, circulated, reviewed and completed in compliance with State law <br />and CEQA Guidelines, there was adequate public review of the MND, the <br />Commission has considered all comments on the MND, and the MND <br />adequately discusses all significant environmental issues. <br />iii. The Commission finds that changes or alterations have been <br />required in, or incorporated into the, the Project, which avoid or reduce to a <br />less than significant level environmental effects as identified in the MND. <br />iv. Pursuant to CEQA Guidelines Section 15074, the Commission <br />finds on the basis of the whole record before it (including the initial study <br />and any comments received), that there is no substantial evidence that the <br />Project, as mitigated, will have a significant effect on the environment and <br />that the MND reflects the Commission's independent judgment and <br />analysis. <br />Page 3 of 4 <br />ATTY/RESOS/2019/RESO.0080 PC RESO 1180 MAIN CEQA <br />REV: 07-25-19 PR <br />
