This document was reviewed by the Transportation <br />Advisory Committee and recommended for approval. This policy and procedures document will be used <br />to educate the public on the purpose of the Residential Permit Parking Program and to provide a clear <br />outline on the process that is followed to establish and administer new permit parking areas. <br />Staff is requesting that the City Council adopt the resolution approving the policy and procedures as <br />identified in the document. <br />FISCAL IMPACT <br />The proposed changes do not have any direct costs associated with them. The current residential permit <br />parking program costs approximately $35,000 annually to administer. The proposed changes could <br />increase community interest in the program and lead to increased costs for the program if more people <br />participate. In addition, future costs potentially could be incurred if existing parking signs need to be <br />altered to reflect changes to the parking regulations in each area. The expansion in permit areas or hours <br />of parking restrictions could increase Police Department enforcement costs. <br />None of the proposed changes includes establishing a permit fee at this time. Staff will further analyze <br />the program's costs and will bring a program budget recommendation to the City Council in 2020. This <br />could include recommendations to increase citation costs and impose permit fees. All residential permits <br />for the calendar year 2020 will be provided at no charge to permit area residents. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council can choose not to adopt the proposed Ordinance amendments and instruct staff to <br />continue to administer the Residential Permit Parking Program per the existing code.
