10/11/2010
Attachment 1.A
4.10 Noise and Vibration
Impact 4.10 -2: Ground vibration levels resulting from railroad train
operations at the setback of proposed residences could exceed appropriate vibration
thresholds and could expose people to ground -borne vibration.
a) Potential Impact. The impact identified above is described and discussed
on page 4.10 -22 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 4.10 -1 (p. 4.10 -22
of the DEIR) is hereby adopted and will be implemented by incorporating a new policy
and implementation program into the New General Plan to be adopted by the City, as
described in Mitigation Measure 4.10 and the Mitigation Monitoring and Reporting
Program:
C) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 4.10 -1 would reduce ground vibration
impacts from railroad train operations to less than significant because it would require:
(i) site - specific vibration studies for all new buildings proposed within 100 feet of the
centerline of railroad tracks, which studies must include recommended measures to
reduce vibration to meet City -wide standards, such as modifications to site design and
planning and modifications to building construction; and (ii) buffers of at least 100 feet
between vibration sources and vibration - sensitive buildings, where feasible.
Impact 4.10 -5: Aircraft noise over proposed areas where residential use
would be allowed under the New General Plan would exceed City noise thresholds,
which could expose individuals living and working within the plan area to excessive
noise levels.
a) Potential Impact. The impact identified above is described and discussed
on pages 4.10 -25 to 4.10 -26 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 4.10 -2 (p. 4.10 -26
of the DEIR) is hereby adopted and will be implemented by revising a proposed policy
in the New General Plan to be adopted by the City, as described in Mitigation Measure
4.10 -2 and the Mitigation Monitoring and Reporting Program.
C) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 4.10 -2 will reduce impacts from aircraft
noise over residential areas to less — than - significant levels because it would require that
all new development within the aircraft noise contours for the San Carlos Airport meet
the City's applicable noise standards.
AM /RESO /RESO.2055 /ATTACHMENT1.A 23 #15059
10/13/10 MUFF # 601
