10/11/2010 <br />Attachment 1.A <br />4.10 Noise and Vibration <br />Impact 4.10 -2: Ground vibration levels resulting from railroad train <br />operations at the setback of proposed residences could exceed appropriate vibration <br />thresholds and could expose people to ground -borne vibration. <br />a) Potential Impact. The impact identified above is described and discussed <br />on page 4.10 -22 of the DEIR. <br />b) Mitigation Measures. FEIR Mitigation Measure 4.10 -1 (p. 4.10 -22 <br />of the DEIR) is hereby adopted and will be implemented by incorporating a new policy <br />and implementation program into the New General Plan to be adopted by the City, as <br />described in Mitigation Measure 4.10 and the Mitigation Monitoring and Reporting <br />Program: <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.10 -1 would reduce ground vibration <br />impacts from railroad train operations to less than significant because it would require: <br />(i) site - specific vibration studies for all new buildings proposed within 100 feet of the <br />centerline of railroad tracks, which studies must include recommended measures to <br />reduce vibration to meet City -wide standards, such as modifications to site design and <br />planning and modifications to building construction; and (ii) buffers of at least 100 feet <br />between vibration sources and vibration - sensitive buildings, where feasible. <br />Impact 4.10 -5: Aircraft noise over proposed areas where residential use <br />would be allowed under the New General Plan would exceed City noise thresholds, <br />which could expose individuals living and working within the plan area to excessive <br />noise levels. <br />a) Potential Impact. The impact identified above is described and discussed <br />on pages 4.10 -25 to 4.10 -26 of the DEIR. <br />b) Mitigation Measures. FEIR Mitigation Measure 4.10 -2 (p. 4.10 -26 <br />of the DEIR) is hereby adopted and will be implemented by revising a proposed policy <br />in the New General Plan to be adopted by the City, as described in Mitigation Measure <br />4.10 -2 and the Mitigation Monitoring and Reporting Program. <br />C) Findings. Based on the FEIR and the entire record before the City, <br />the City Council finds that Mitigation Measure 4.10 -2 will reduce impacts from aircraft <br />noise over residential areas to less — than - significant levels because it would require that <br />all new development within the aircraft noise contours for the San Carlos Airport meet <br />the City's applicable noise standards. <br />AM /RESO /RESO.2055 /ATTACHMENT1.A 23 #15059 <br />10/13/10 MUFF # 601 <br />
