City's Goals and Objectives for the Project. <br />The City has identified eleven specific goals and objectives for the Project (See <br />DEIR at pages 3 -4 to 3 -5): <br />1. Replace the current general plan prepared in 1990 with a new plan that <br />reflects the goals and aspirations of the community through the year 2030. <br />2. Ensure that the New General Plan achieves compliance with all applicable <br />state laws and regulations. <br />3. Plan for sustainability within our finite resources including but not <br />limited to open space, water, energy, and air quality. <br />4. Ensure that change harmonizes with existing development to preserve our <br />historic and neighborhood character. <br />5. Strengthen economic vitality to provide jobs, services, housing, revenues <br />and opportunities. <br />6. Preserve and generate awareness of our cultural, educational, economic, <br />and recreational diversity and historic heritage. <br />7. Partner with and embrace our neighborhoods to improve the health, <br />safety, and well being for all in our community. <br />8. Continue to make community participation an important part of <br />achieving a greater city. <br />9. Work to develop attractive, convenient transportation alternatives to the <br />automobile, including a unique transportation hub and ferry system. <br />10. Design for active and safe pedestrian and bicycle - friendly streets and <br />public spaces. <br />11. Ensure that the City is fully prepared to meet all responsibilities as well as <br />to maximize opportunities associated with the "Sustainable Communities <br />Strategy" to be developed by regional agencies under SB 375. <br />B. Significant Environmental Effects of the Project <br />As described in the preceding Section III, the City has approved and will <br />implement the mitigation measures described in the Final EIR, which will mitigate all of <br />the Project's potentially significant effects except for the following: <br />• Impact 4.3 -1: The projected population growth allowed by the New <br />General Plan would be inconsistent with growth projections in the current <br />regional Clean Air Plan, in that the projected population allowed by the <br />New General Plan would increase at a greater rate than regional <br />projections utilized within the Clean Air Plan. <br />• Impact 4.14 -1: New development allowed under the New General Plan <br />could cause an increase in traffic that is substantial in relation to the <br />existing traffic load and capacity of the roadway system and result in <br />AM /RES0/RES0.2055 /ATTACHMENT1.A 29 #15059 <br />10/13/10 MUFF # 601 <br />
