10/11/2010 <br />Attachment 1.A <br />The Planning Commission determined that the FEIR was adequate and <br />sufficient, and prepared in compliance with CEQA, and recommended to <br />the City Council that the City Council certify the FEIR and approve the <br />Project by adopting the proposed New General Plan as the general plan of <br />the City. <br />• The FEIR and the proposed New General Plan were presented to the <br />City Council of the City, with the recommendation of the City's Planning <br />Commission. The City Council reviewed and considered, and conducted a <br />public hearing on, the FEIR and proposed New General Plan. <br />• The FEIR has been completed in compliance with CEQA and reflects the <br />City's independent judgment and analysis. <br />By these Findings, the City Council ratifies, adopts and incorporates the analyses, <br />explanations, findings, responses to comments, and conclusions of the FEIR, except as <br />otherwise specifically provided and described in these Findings. <br />C. Findings Regarding Less - Than - Significant Impacts. <br />By these Findings, the City Council ratifies and adopts the FEIR's conclusions for the <br />following potential environmental impacts which, based on the analyses in the FEIR, this <br />City Council determines to be less than significant: <br />4.1 Aesthetics <br />• Impact 4.1 -1: Adoption of the New General Plan would allow increased <br />development within existing urban areas that could alter views across the <br />plan area from scenic vistas along the southern and western portions of the <br />plan area. Implementation of New General Plan policies and programs <br />that support the preservation of scenic views is expected to make these <br />potential impacts less than significant. <br />• Impact 4.1 -2: Development allowed by the New General Plan could <br />change the scale and intensity of existing residential development within <br />Downtown- adjacent neighborhoods. The range of policies and programs <br />in the New General Plan encouraging visual compatibility, context <br />sensitivity and connectivity for future development projects is expected to <br />minimize this potential impact making it less than significant. <br />• Impact 4.1-3: Development allowed by the New General Plan could alter <br />the existing physical scale and form of the Downtown urban built <br />environment, which could change the visual character of Downtown. <br />Implementing the standards and design guidelines for Downtown set forth <br />in the New General Plan is expected to minimize the potential to adversely <br />impact the visual character, making this potential impact less than <br />significant. <br />ATTY /RESO /RESO.2055 /ATTACHMENT1.A 4 #15059 <br />10/13/10 MUFF # 601 <br />
