Findings Regarding Alternatives Analyzed in the FEIR <br /> In light of the City's goals and objectives for the Project, and given that the <br /> Project is expected to result in certain significant environmental effects even after the <br /> implementation of all feasible mitigation measures, the City hereby makes the following <br /> findings with respect to its adoption of the modified Downtown Precise Plan proposed by <br /> the Planning Commission, which consists of the proposed project described in the EIR, as <br /> modified by the changes described as Alternative 4 and Alternative 5 in the EIR. <br /> 1. Alternative 1 -- No Project Alternative <br /> a) Findings. The No Project Alternative is described and discussed <br /> at pages 19 -2 and 19 -18 to 19 -20 of the Draft EIR. The No Project Alternative is hereby <br /> rejected because (a) it would not avoid or substantially lessen any of the proposed DPP's <br /> significant effects and (b) it is infeasible because it would not achieve the City's goals <br /> and objectives for the Project. <br /> b) Explanation. The No Project Alternative is <br /> described and discussed at pages 19 -2 and 19 -18 to 19 -20 of the Draft EIR.
