The DPP would not directly permit any new development or uses, but hazardous substances may be generated, stored, transported, used or disposed of in association with the various residential and non - residential development projects and activities that would be allowed under the DPP. Application and enforcement of existing General Plan policies and federal, State and local regulation and oversight of hazardous materials, is expected to minimize the potential threat to public health and safety or the environment from hazardous materials transport, use or disposal. Therefore, the Project's potential impacts relating to risks of accident or upsets involving hazardous substances is expected to be less than significant. Impact 14c. Hazardous Materials Near Schools. There are no schools located within the DPP area but there are a number of schools located within approximately one - quarter mile of the DPP area. Development within the DPP area could involve the transport, storage and use of hazardous materials within one - quarter mile of these schools. However, the DPP is a planning document that does not proposed, approve or permit any new, parcel- specific development. In addition, the application and enforcement of existing General Plan policies and federal, State and local regulation and oversight of hazardous materials, is expected to minimize the potential threat to schools from hazardous materials transport, use or disposal or from the risk of upset and accident conditions involving the release of hazardous materials. Therefore, the DPP's potential impact relating to the transport, use or disposal of hazardous materials near schools is expected to be less than significant. Impact 14d. Exposure to Existing Hazardous Materials Contamination. Construction activity relating to development contemplated by the DPP could reveal soil or materials contamination and expose construction workers to existing spilled, leaked, or otherwise discharged hazardous materials or wastes. However, the DPP is a planning document that does not propose, permit or approve any new parcel- specific development. Moreover, application and enforcement of local, state, and federal rules and regulations relating to contamination assessments, remediation, removal, and disposal requirements for soil, surface water, and /or groundwater contamination. Until future development projects are proposed, however, any assessment of potential contamination and required mitigation would be speculative. Therefore, any potential impacts from the Project relating to exposures to hazardous materials and contamination are expected to be less than significant.
