01/24/2011
Exhibit B
existing laws, regulations and policies, including the California Building
Codes and the City's development review procedures. However, until future
development projects are proposed, assessment of potential seismic hazards
and required mitigation would be speculative. In addition, the DPP does not
in and of itself approve new construction. This potential impact is therefore
considered less than significant.
17 Cumulative Impacts
Impact 17a. Cumulative Land Use and Planning Impacts. New
development under the DPP, together with the other reasonably foreseeable
development in Redwood City included in the cumulative development
assumptions, would result in an estimated total of approximately 20,227 new
housing units and approximately 7,823,959 million square feet of new non-
residential development in the City's sphere of influence. This cumulative
development would result in continued infill and an increased density and
intensity of development throughout the city. Due to the Cargill Saltworks
project land use compatibility impacts with the nearby Port and conflicts with
the Bay Plan, associated cumulative impacts related to land use
compatibility impacts and conflicts with land use plans may be potentially
significant. However, the DPP would preserve and enhance compatibility
among land uses within the DPP area and with adjacent land uses surrounding
the DPP area; would not conflict with any applicable land use plan, policy or
regulation adopted for the purpose of avoiding or mitigating an environmental
effect; and therefore would not contribute significantly to cumulative land use
impacts and would not be cumulatively considerable. Cumulative impacts
related to land use and planning would be less than significant.
Impact 17b. Aesthetics and Visual Resources. The DPP would not obstruct
scenic vistas and would have an overall beneficial effect on the visual
character of the Downtown and the city as a whole over existing conditions
and existing zoning. Therefore, the contribution of the DPP to significant
cumulative aesthetic and visual resource impacts would not be cumulatively
considerable and thus would be less than significant.
Impact 17c. Cumulative Police, Fire and Emergency Medical Facilities
Impacts. The projected cumulative development totals would result in a
cumulative increase in calls for police, fire and emergency medical service
and a need for additional staffing and equipment, and possibly new or
expanded facilities, to continue to meet the City's response time goals. No
facilities expansions or new facilities have been identified at this time. The
construction of new or expanded facilities could cause environmental impacts;
however, the location, timing, nature, extent and severity of any potential
environmental impacts are too speculative to predict or evaluate at this time.
U: \Resolutions\2011\Reso 15086 Exhibit B.doc 15
012011 Reso. # 15086
Muff #601
