Therefore, the DPP will make a less than considerable <br /> contribution to the cumulative impact of development on biological resources, <br /> and thus a less than significant impact. <br /> Impact 17s. Cumulative Geology and Soils Impacts. Projected cumulative <br /> new development within Redwood City would be subject to a number of <br /> geologic and soils - related hazards. Potential risks to life and property from <br /> geologic and soils related hazards would be adequately mitigated by existing <br /> laws, regulations and policies, including the California Building Codes and <br /> the City's development review procedures, including where necessary, the <br /> requirement for site - specific geotechnical investigations. Therefore, <br /> cumulative geology and soils impacts would be less than significant. <br /> III. Findings and Recommendations Regarding Significant Environmental Impacts <br /> A detailed analysis of the potential environmental impacts and the proposed <br /> mitigation measures for the New General Plan is set forth in Sections 4 through 17 of the <br /> DEIR, as incorporated into the FEIR. The DEIR evaluated the Project's potential <br /> environmental impacts in 16 separate categories, and also evaluated the Project's <br /> potential cumulative impacts. The City Council concurs with the conclusions in the <br /> DEIR, as incorporated into the FEIR, that: (i) a majority of the Project's significant and <br /> potentially significant "impacts will be rendered less than significant by the mitigation <br /> measures described and discussed below; and (ii) for those impacts that will not be <br /> rendered less than significant by such mitigation measures, there are overriding <br /> considerations that make those impacts acceptable to the City. <br /> 7 Cultural and Historic Resources <br /> Impact 7 -1: Impacts on Archaeological Resources. Given that the DPP area <br /> is located on alluvial soils, on the margin of San Francisco Bay, near former <br /> wetlands, and along Redwood Creek and its tributaries, there is a high potential for <br /> new development facilitated by the DPP to disturb unrecorded archaeological <br /> resources. This possibility represents a potentially significant impact. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on page 7 -33 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 7 -1 (p. 7 -34 to 7 -35 of <br /> the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 7 -1 would reduce the impacts to <br /> archaeological resources to a less than significant level because the mitigation measures <br /> require that (i) prior to the issuance of grading permits within the DPP construction crews <br /> be trained regarding the possible presence and identification of cultural resources and <br /> U:\Resolutions\2011\Reso 15086 Exhibit B.doc 19 <br /> 012011 Reso. # 15086 <br /> Muff #601 <br />
