01/24/2011 <br /> Exhibit B <br /> is considered significant and unavoidable. <br /> (iii) Overriding Considerations. The environmental, social, <br /> economic and other benefits of the DPP override the significant adverse impacts <br /> of the DPP relating to historic resources described above, as set forth in the <br /> Statement of Overriding Considerations below. <br /> Impact 7 -3: Impacts on Historic Districts. Future development in the DPP <br /> area on properties within or adjacent to a designated or potential historic district <br /> may materially alter the physical characteristics that convey its significance and <br /> that justify its inclusion in the California Register or its local designation. Such an <br /> adverse change to a CEQA - defined historic resource would constitute a significant <br /> impact. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 7 -39 to 7 -40 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 7 -3 (p. 7 -40 <br /> of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 7 -3 would reduce the impacts on historic <br /> districts to a less than significant level because it would require each proposed <br /> discretionary development project within or immediately adjacent to a designated historic <br /> district to be reviewed by a qualified architect or architectural historian for its potential <br /> impacts on the adjacent historic district, and any site and architectural design <br /> modifications identified through this review process as necessary to avoid a "substantial <br /> adverse change" in the significance of the historic district and protect its continued <br /> eligibility for listing on the California Register shall be required as conditions of project <br /> approval. <br /> Impact 7 -4: Impacts of Development Properties Adjacent to Historic <br /> Resources. Future development in the DPP area on properties adjacent to historic <br /> resources may materially alter the physical characteristics that convey the historic <br /> resource's significance and that justify its inclusion in the California Register or its <br /> local designation. Such an adverse change to a CEQA-defmed historic resource <br /> would constitute a significant impact. <br /> a) Potential Impact.
