The environmental, social, <br /> economic and other benefits of the DPP override the significant adverse impacts <br /> of the DPP relating to the cumulative traffic impacts described above, as set forth <br /> in the Statement of Overriding Considerations below. <br /> Impact 9 -21. Cumulative Impact on Veterans Boulevard/Whipple Avenue <br /> Intersection. Under Cumulative With Project Conditions during both the AM and <br /> PM peak periods, this intersection would continue to operate at an unacceptable <br /> LOS (E or F). The additional project traffic would cause the critical delay to <br /> increase by more than five (5) seconds for the PM peak hour. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 9 -58 to 9 -64 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 9 -6 (p. 9 -51 <br /> of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 9 -6, discussed and adopted in Impact 9 -6 <br /> above, will reduce the project contribution to this cumulative impact to a less than <br /> significant level because even though LOS at the identified intersection will continue to <br /> operate at an unacceptable level, the change in the critical delay from Cumulative <br /> Without Project Conditions would be reduced to less than five (5) seconds. <br /> Impact 9 -22. Cumulative Impact on Veterans Boulevard/Woodside Road <br /> Intersection. Under Cumulative With Project Conditions during both the AM and <br /> PM peak periods, this intersection would continue to operate at an unacceptable <br /> LOS F. The additional project traffic would cause the critical delay to increase by <br /> more than five (5) seconds. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 9 -58 to 9 -64 of the DEIR. <br /> b) Findings. Based on the FEIR and the entire record before the City, the <br /> City Council finds that: <br /> (i) Mitigation Measures. With Mitigation Measure 9 -7 discussed in <br /> Impact 9 -7 above, this intersection would continue to operate at an unacceptable <br /> LOS F (107.3 sec /veh) in the AM peak hour and LOS F (162.8 sec /veh) in the PM <br /> peak hour even though the change in the critical delay from Cumulative Without <br /> Project Conditions would be reduced to less than five (5) seconds.
