01/24/2011
Exhibit B
Monitoring and Reporting Program.
c) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 11 -1 (pages 11 -20 to 11 -21 of the DE1R),
will reduce this impact to a less than significant level because it will require that prior to
the issuance of building permits for proposed new multifamily residential projects, noise
studies consistent with the requirements of the California Building Code, and as approved
by the City's Building Inspection Division, be conducted to identify noise reduction
measures necessary to achieve compatibility with City Noise Element guidelines (55
dBA CNEL at sensitive exterior spaces) and Title 24 standards (45 dBA CNEL within
residential units).
Impact 11 -2. DPP - Related Permanent Ground -Borne Vibration Impacts.
Development under the proposed DPP would not be expected to introduce any
permanent new sources of significant ground -borne vibration. However, the Draft
DPP would permit new multifamily residential development within 100 feet of the
Caltrain or California High -Speed Rail tracks. Ground -borne vibration levels are
typically less than the FTA criteria for frequent events (72 VdB) at a distance of
approximately 100 feet or more from the centerline of the nearest tracks. However,
where new residential or other vibration sensitive uses are proposed within 100 feet
or less of the nearest tracks, a potentially significant intermittent vibration impact
could occur.
a) Potential Impact. The impact identified above is described and discussed
on pages 11 -17 to 11 -20 and 11 -22 of the DEIR.
b) Mitigation Measures. FEIR Mitigation Measure 11 -2 (p. 11 -23
of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation
Monitoring and Reporting Program.
c) Findings. Based on the FEIR and the entire record before the City,
the City Council finds that Mitigation Measure 11 -2 (pages 11 -23 of the DEIR), will
reduce this impact to a less than significant level because it will require, as conditions of
development approval, that detailed site - specific vibrations studies be conducted for
proposed new habitable buildings within 100 feet of the Caltrain or California High
Speed Rail right -of -way demonstrating that ground -borne vibrations either would not
exceed applicable FTA impact assessment criteria or can be reduced to below the
applicable FTA thresholds through building design and construction measures.
U:\Resolutions\2011\Reso 15086 Exhibit B.doc 41
012011 Reso. # 15086
Muff #601
