� � <br /> RESOLUTION # 10 OF THE GOVERNING BOARD <br /> REDWOOD CITY SCHOOL DISTRICT <br /> RESOLUTION OF THE BOARD OF EDUCATION OF THE REDWOOD CITY <br /> ELEMENTARY SCHOOL DISTRICT CALLING AN ELECTION FOR APPROVAL OF <br /> AN EDUCATION PARCEL TAX, ESTABLISHING SPECIFICATIONS OF THE <br /> ELECTION ORDER, AND REQUESTING CONSOLIDATION WITH OTHER <br /> ELECTIONS OCCURING ON JUNE 5, 2012 <br /> WHEREAS, Student achievement in reading, math and other academic subject areas, is <br /> increasing steadily in Redwood City elementary and middle schools, and <br /> WHEREAS, Califomia's precarious financial situation has already resulted in cuts in <br /> State education funding, and the continuing uncertainties of the State budget situation threatens <br /> ongoing funding of the District's programs in the foreseeable future; and <br /> WHEREAS, the District has also reduced spending by $13 million over the last five years <br /> through ongoing cost-cutting measures, and fur[her cuts will significantly impact the level of <br /> support that the District can provide to students and teachers, and will directly impact classroom <br /> services; and <br /> WHEREAS, funding at the level anticipated for 2012-13 will negatively affect the <br /> DistricYs efforts to improve the quality of education for its children and will result in cut-back of _ <br /> educational services in order to maintain financial solvency; and <br /> WHEREAS, the Governing Board (the `Board") of the Redwood City School District <br /> (the "District") has established the goals of improving academic performance, of maintaining the <br /> highest possible quality of education for all children in the District, and of providing the best <br /> qualified staff available; and <br /> WHEREAS, the District has engaged in a variety of efforts to identify all possible <br /> funding sources and generate funds for the District to meet its educational goals; and . <br /> WHEREAS, securing funding at the local level will eliminate some of the uncertainty in <br /> school district budget planning resulting annually from the State budget process; and <br /> WHEREAS, the community expressed a desire for suong schools, and neighboring <br /> districts, including other elementary feeder districts for Sequoia Union High School District, all <br /> currently have a parcel tax in effect; and Redwood City is the only elementary district in the <br /> immediate azea that does not currently have a pazcel tax; and <br /> WHEREAS, Section 4 of Article XIIIA of the California Constitution and Government <br /> Code Section 50079 authorizes a school district, upon approval of two-thirds of the electorate <br /> voting on the measure, to levy a qualified special tax for specified purposes following notice and <br /> public hearing; and <br />
