09/10/2012 <br /> Section 21. Section 2.10.2-1 is hereby amended to add the following <br /> subsection (i) after subsection (h): <br /> i. With the exception of Building /dentification Wall Signs, no sign shall <br /> be located above the ground floor. <br /> Section 22. This Resolution has been reviewed with respect to applicability of <br /> the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines <br /> (California Code of Regulations, Title 14, Section 15000 et seq. A Program <br /> Environmental Impact Report (State Clearinghouse #2006052027) (EIR) was prepared <br /> and certified by the City Council on January 24, 2011, in connection with the adoption of <br /> the Downtown Precise Plan. The amendments to the Downtown Precise Plan do not <br /> introduce any new uses to the Downtown Precise Plan area, nor is the development <br /> capacity of the Downtown Precise Plan being increased. As such, the amendments are <br /> not anticipated to result in any significant impacts, nor any increase in the severity of <br /> previously identified impacts, and no change in circumstance have occurred with <br /> respect to the Downtown Precise Plan or the EIR that would alter prior environmental <br /> findings, conclusion, or mitigation measures. <br /> Section 23. If any section, subsection, clause or phrase of this Resolution is for <br /> any reason held to be invalid, such decision shall not affect the validity of the remaining <br /> portion or sections of the Resolution. The City Council of the City of Redwood City <br /> hereby declares that it, would have adopted the Resolution and each section, <br /> subsection, sentence, clause or phrase thereof irrespective of the fact that any one or <br /> more sections, subsections, sentences, clauses or phrases be declared <br /> unconstitutional. <br /> Section 24.
