09/10/2012 <br /> Mitigation: MM CUL—2: The project applicant shall install screening vegetation along the <br /> project site's westerly property line that within 2 years will reach a minimum height <br /> of 16 feet and which shall be of a species type, as indicated in Figure 2.1-5 <br /> Preliminary Landscape Plan, that will completely block views of the entire project <br /> from the adjacent Finger Farm House year-round. <br /> Finding: Implementation of MM CUL—2 would further reduce indirect impacts to the <br /> adjacent Finger Farm House below a less than significant level. <br /> Facts in Support of Finding: Implementation of MM CUL—2 would screen the new homes with <br /> vegetation planted along the property line so that the homes would not substantially <br /> contribute to the Finger Farm House setting as described in Section 2.1 —Cultural <br /> Resources of the Draft EIR on pages 32-49, which is hereby incorporated by <br /> reference. <br /> Impact: Impact CUL—4: Future development under the proposed project could result in the <br /> exposure or destruction of subsurface archaeological resources. <br /> Mitigation: MM CUL—4: A qualified professional shall prepare and implement a Cultural <br /> Resources Management Plan (CRMP)to ensure that the proposed project would <br /> not cause a substantial adverse change in the significance of an archaeological <br /> resource. The Plan shall include the following elements: <br /> • The project applicant shall identify a qualified archaeologist prior to any <br /> demolition, excavation, or construction. The City shall approve the selected <br /> archaeologist prior to issuance of the grading permit. The project <br /> archaeologist shall attend the pre-grading meeting to discuss how to <br /> recognize archaeological resources in the soil during grading activities. The <br /> prime construction contractor and any subcontractor(s)shall be cautioned on <br /> the legal and/or regulatory implications of knowingly destroying cultural <br /> resources or removing artifacts, human remains, and other cultural materials <br /> from the project site. <br /> • The archaeologist shall perform spot check monitoring during grading and <br /> subsurface construction and watch for and evaluate artifacts or resources that <br /> may be uncovered. The archaeologist shall also have the authority to <br /> tempararily halt excavation and construction activities in the immediate <br /> vicinity(within a 50-meter radius)of a find if significant or potentially <br /> significant cultural resources are exposed and/or adversely affected by <br /> construction operations. Reasonable time will be allowed for the qualified <br /> archaeologist to notify the proper authorities for a more detailed inspection <br /> and examination of the exposed cultural resources.
