09/10/2012 <br /> during the public review and comment period and included these responses in the First <br /> Amendment to the Draft Focused Environmental Impact Report for the Finger Avenue <br /> Nine-Lot Planned Development Project (together with the Draft EIR, the "Final EIR") and <br /> prepared a separate document entitled "Mitigation Monitoring and Reporting Program <br /> for the Finger Avenue Project, June 2012"; and <br /> WHEREAS, the Final EIR was published and made publicly available on June 8, <br /> 2012; and <br /> WHEREAS, on June 19, 2012, the Planning Commission held a duly noticed public <br /> hearing on the Finger Avenue Project, including the Final EIR, and recommended that the City <br /> Council (1) certify the EIR, adopt the necessary CEQA Findings, and adopt a Mitigation <br /> Monitoring and Reporting Plan in accordance with CEQA, by Resolution No. 12-16; and (2) <br /> strongly consider approval of the alternative identified in the Final EIR as the "Project with 25 <br /> Foot Creek Setback Alternative," without (a) increasing home sizes elsewhere in Lots 1-4, (b) <br /> reducing front yard setbacks or driveway aprons, or (c) removing heritage trees other than those <br /> (10 trees) already proposed for removal by the Project applicant, by Resolution No. 12-19; and <br /> WHEREAS, the "Project with 25 Foot Creek Setback Alternative" is similar to the Project <br /> as proposed by the developer except that the residences on Lots 1-4 would be setback 25 feet <br /> from the top of creek bank and reduced in size by 187 square feet for Lot 1, 348 square feet for <br /> Lot 2, 95 square feet for Lot 3 and 87 square feet for Lot 4 (for a total building reduction of 720 <br /> square feet). With the "Project with 25 Foot Creek Setback Alternative", the Lot 3 residence, <br /> which previously required an exception to allow 40.9% (55 sq. ft.) lot coverage where 40% lot <br /> coverage is the standard per Zoning Article 5, would also no longer need an exception to the <br /> City's lot coverage standard. The recommended Project Alternative would thus only require <br /> exceptions to lot size for sloping lots, building setbacks and to the City's private roadway <br /> engineering standard; and <br /> WHEREAS, a notice of the City Council's public hearing on the Finger Avenue Project, <br /> including the Final EIR, was mailed on June 27, 2012 and duly published in the Redwood City <br /> Daily News on June 29, 2012, and the City Council held a public hearing on the Finger Avenue <br /> Project on July 9, 2012; and <br /> WHEREAS, on July 9, 2012, the City Council continued the public hearing to a date <br /> certain (September 10, 2012) and directed the Developer and the neighborhood groups to try to <br /> find an equitable solution, with the assistance of the City Manager and Community Development <br /> Director; and <br /> ATTY/RES0.2783/CC FINGER RESO CERTIFYING FINAL EIR RESOI.#15217 <br /> REV:08-31-12 VR MUFF#613 <br />
