09/10/2012 <br /> Project's potentially significant environmental effects as identified in the Final EIR, such that the <br /> Project, as approved, will not have any significant environmental effects. <br /> 8. Pursuant to CEQA section 21081.6 and CEQA Guidelines sections <br /> 15091(d) and 15097, and in support of its approval of the Project, the City Council <br /> hereby adopts the Mitigation Monitoring and Reporting Program attached hereto as <br /> Exhibit B and incorporated herein by reference, to require all mitigation measures <br /> described in the Final EIR be implemented by means of Project conditions, agreements, <br /> or other measures. <br /> 9. The City Council finds the benefits of the Project are as follows: <br /> a. The Project provides a high quality, single-family residential in-fill <br /> housing project. <br /> b. The project would increase available housing near transit, services and <br /> existing jobs, potentially reducing overall vehicle miles traveled by <br /> residents and workers. <br /> c. The project supports Redwood City's General Plan Housing Element <br /> goal to meet its regional housing need allocation assignment <br /> consistent with State Housing Element law. <br /> d. Additional benefits are listed in the Project Objectives Section 1.4 of <br /> the Finger Project Draft EIR and Draft EIR Section 6 that describes the <br /> project's consistency with regional and local plans and policies <br /> including the Bay Area 2010 Clean Air Plan, San Mateo County <br /> Congestion Management Program, State Water Quality Control Board <br /> National Pollution Discharge Elimination System Permit, and policies of <br /> the Redwood City General Plan. <br /> 10. The City Council directs the City's Community Development Services <br /> Department to file a notice of determination with the San Mateo County Clerk upon <br /> approval of the Project. <br /> 11. Pursuant to Guidelines section 15091(e), the documents and other <br /> materials that constitute the record of proceedings upon which the City Council has <br /> based its recommendations are located in and may be obtained from, the Office of the <br /> City Clerk at 1017 Middlefield Road, Redwood City, California. The City Clerk is the <br /> custodian of records for all matters before the City. <br /> 12.
