11/19/2012 <br /> ATTACHMENT A <br /> I. INTRODUCTION&CONTENTS <br /> Among the core values of the City of Redwood City is Integrity. The City Council's commitment <br /> to that core value is reflected and enhanced through public participation and civic engagement, <br /> which the City Council encourages and welcomes. This guide describes how the City Council <br /> conducts its business, as well as the rights and the obligations of individuals who wish to speak <br /> during City Council meetings. By working together with the City's community members as <br /> responsible and accountable partners in achieving a mutual vision, we promote the City's <br /> identified core purpose-to build a great community together. <br /> II. GENERAL MATTERS <br /> A. Procedural Rules. Rosenberg's Rules of Order shall serve as a general guide to <br /> procedural matters and motions but need not be strictly followed. (See www.ca- <br /> ilg.org/sites/main/files/file-attachments/resources_Rosenbergs_Rules_of Order= <br /> _Revised_2011.pdf) <br /> B. Adlournment. City Council meetings conclude no later than 11:00 p.m. unless a 5/7 <br /> majority of the Council votes to extend the meeting to discuss specified items; any <br /> motion to extend the meeting shall include a list of the specified items to be handled. <br /> Any items not completed at a regularly scheduled Council meeting shall be continued to <br /> the next regular business meeting or by 5/7 majority vote to a specified meeting. <br /> Occasionally, the City Council may adjourn in memory of someone. Such request is <br /> usually handled through the Mayor. <br /> C. Decorum. Civility and respectful discourse is encouraged. No person shall disrupt the <br /> orderly conduct of the Council meeting or impede the conduct of its business. <br /> Prohibited disruptive behavior includes but is not limited to: shouting, making disruptive <br /> noises, such as clapping, boos, or hisses, creating or participating in a physical <br /> disturbance, speaking out of turn or in violation of applicable rules, preventing or <br /> attempting to prevent others who have the floor from speaking, preventing others from <br /> observing the meeting, entering into or remaining in an area of the meeting room that is <br /> not open to the public, holding up or waiving posters or signs in the audience, making <br /> threats against any person or against public order and security, or approaching the <br /> Council table without consent. Any message to or contact with any member of the <br /> Council while the Council is in session shall be through the City Clerk. <br /> The City Council discourages profane remarks or personal insults,to any member of the <br /> Council, staff, or general public because the use of swear words or personal attacks by <br /> their nature tend to incite an immediate breach of the peace, or cause a disruption, and <br /> impede good communication with the City Council. <br /> The City Council also discourages the use of finger or hand gestures of any sort because <br /> it is disruptive and distracting and may inhibit potential speakers from expressing <br /> themselves if their comments will be judged and commented upon as they speak. <br /> ATTY/DOCS-POLOCIES/10-23-12 PT REV CITY COUNCIL RULES OF PROCEDURE CLEAN.DOC <br /> REV:10-24-12 PT <br /> Page 3 of 11 <br /> RESO.#15231 <br /> MUFF#205 <br />
