11/19/2012 ATTACHMENT A I. INTRODUCTION&CONTENTS Among the core values of the City of Redwood City is Integrity. The City Council's commitment to that core value is reflected and enhanced through public participation and civic engagement, which the City Council encourages and welcomes. This guide describes how the City Council conducts its business, as well as the rights and the obligations of individuals who wish to speak during City Council meetings. By working together with the City's community members as responsible and accountable partners in achieving a mutual vision, we promote the City's identified core purpose-to build a great community together. II. GENERAL MATTERS A. Procedural Rules. Rosenberg's Rules of Order shall serve as a general guide to procedural matters and motions but need not be strictly followed. City Council meetings conclude no later than 11:00 p.m. unless a 5/7 majority of the Council votes to extend the meeting to discuss specified items; any motion to extend the meeting shall include a list of the specified items to be handled. Any items not completed at a regularly scheduled Council meeting shall be continued to the next regular business meeting or by 5/7 majority vote to a specified meeting. Occasionally, the City Council may adjourn in memory of someone. Such request is usually handled through the Mayor. C. Decorum. Civility and respectful discourse is encouraged. No person shall disrupt the orderly conduct of the Council meeting or impede the conduct of its business. Prohibited disruptive behavior includes but is not limited to: shouting, making disruptive noises, such as clapping, boos, or hisses, creating or participating in a physical disturbance, speaking out of turn or in violation of applicable rules, preventing or attempting to prevent others who have the floor from speaking, preventing others from observing the meeting, entering into or remaining in an area of the meeting room that is not open to the public, holding up or waiving posters or signs in the audience, making threats against any person or against public order and security, or approaching the Council table without consent. Any message to or contact with any member of the Council while the Council is in session shall be through the City Clerk. The City Council discourages profane remarks or personal insults,to any member of the Council, staff, or general public because the use of swear words or personal attacks by their nature tend to incite an immediate breach of the peace, or cause a disruption, and impede good communication with the City Council. The City Council also discourages the use of finger or hand gestures of any sort because it is disruptive and distracting and may inhibit potential speakers from expressing themselves if their comments will be judged and commented upon as they speak.
