While the program appears to be popular and well- <br /> subscribed, this Plan proposes developing a monitoring and evaluation plan to determine the <br /> current participation rates and develop ways to improve participation, potentially integrating <br /> elements of programs such as the Regional Bicycle Share and Last Mile Connection pilots in <br /> order to promote alternative commute opportunities to the community at large. <br /> �.�.3 Solid Waste from Municipal Operations <br /> Reducing the amount of waste deposited into the landfill through material reuse, reduction, and <br /> recycling is an important strategy Redwood City can initiate to reduce GHG emissions. Some <br /> landfills capture as much methane as possible and combust it for electricity generation. <br /> However, for many landfills, much of the methane leaks to the atmosphere, a primary source of <br /> GHG emissions in the waste category. Greenhouse gas emissions are also associated with <br /> product supply chains, so waste reduction and recycling become powerful tools for reducing <br /> emissions all along the consumer materials' lifecycle. To address the issues of escalating waste <br /> production, Assembly Bill 341, passed in 2011, now requires local jurisdictions to meet a solid <br /> waste diversion goal of 75 percent by the year 2020 and includes requirements for mandatory <br /> commercial recycling. The City has the opportunity to lead by example on solid waste and <br /> promote waste reduction programs to the community by phasing in municipal zero waste <br /> programs ahead of state ordinances.
