Summary of Funding Sources <br /> For implementation of the Climate Action Plan, Redwood City must evaluate strategies for <br /> financing climate protection actions and provide adequate, reliable, and consistent long-term <br /> program funding. This appendix provides an overview of available funding sources to help <br /> determine appropriate potential program funding sources and funding levels to support existing <br /> and new programs outlined in this Plan. Other funding sources may be available that are not <br /> listed here. <br /> Federal Funding <br /> American Reinvestment and Recovery Act (ARRA) Loan Program <br /> http://www.energv.ca.qov/efficiencv/financing/index.html <br /> Low-interest loans (with an interest rate of 1%) are available through the California Energy <br /> Commission for municipal energy saving projects. The maximum loan amount is $3 million per <br /> application and $20 million to $25 million is available as of 2011. Loans must be repaid from <br /> energy cost savings within approximate 13 years simple payback. Eligible projects include <br /> improving lighting systems, replacing streetlights or traffic signals with LEDs, installing <br /> automated energy management systems/controls and building insulation, energy generation <br /> including renewable and combined heat and power projects, heating and air conditioning <br /> modifications, and upgrading waste-water-treatment equipment. Swimming pools and golf <br /> courses are not eligible for funding under this program. All projects financed using this program <br /> must be completed and fully disbursed on or before March 31, 2012. <br /> Federal Transportation Investment Generating Economic Recovery (TIGER) Grant <br /> http://www.dot.qov/recover /�. <br /> The Federal Transportation Investment Generating Economic Recovery (TIGER) grant program <br /> was created by the American Investment and Recovery Act (ARRA) of 2009. Cities can apply <br /> for a TIGER grant to fund parking garages, and infrastructure to support electric battery-swap <br /> station and parking for electric vehicles. <br /> State Funding <br /> California Solar Initiative (CSI) <br /> http://www.qosolarcalifornia.ca.ctov/csi/index.php <br /> The California Solar Initiative (CSI) is the solar rebate program for California consumers that are <br /> customers of the investor-owned utilities - Pacific Gas and Electric (PG&E), Southern California <br /> Edison (SCE), and San Diego Gas & Electric(SDG&E).
