The City Council hereby authorizes the <br /> officers and officials of the City to proceed with the preparation of the necessary <br /> documents in connection therewith, subject to the final approval thereof by the City <br /> Council at a subsequent meeting. <br /> Section 4. Official Actions. The Authorized Officers, the City Clerk and any <br /> and all other officers of the City are hereby authorized and directed, for and in the name <br /> and on behalf of the City, to do any and all things and take any and all actions which <br /> they, or any of them, may deem necessary or advisable in order to consummate the <br /> transactions as described herein in connection with the refunding of the 2003 Bonds. <br /> Section 5. Effective Date.
