A <br /> Program Environmental Impact Report (State Clearinghouse #2006052027) <br /> (EIR) was prepared and certified by the City Council on January 24, 2011, in <br /> connection with the adoption of the Downtown Precise Plan. The amendments to <br /> the Downtown Precise Plan do not introduce any new uses to the Downtown <br /> Precise Plan area, nor is the development capacity of the Downtown Precise <br /> Plan being increased.
